If your TxtCart campaign didn't reach your entire segment, there are a few possible reasons. Here's a breakdown of what may have happened.
Delivery Challenges
It's normal for up to 10% of messages to fail to deliver due to common phone-related issues, such as phones that are powered off or roaming, disconnected numbers, landlines that cannot receive SMS, and numbers that are no longer in service.
Important Note: When a message fails to deliver (e.g, if the number is a landline or no longer in service), TxtCart automatically identifies and removes those subscribers from your SMS list. This keeps your list clean, protects your sender reputation by reducing the risk of your number being flagged as spam by carriers, and eliminates unnecessary charges from undeliverable messages.
Quiet Hours
If a campaign is sent during Quiet Hours, the system will not deliver messages immediately. Instead, messages will be held until Quiet Hours end and then sent during the next compliant window. This is a common reason a campaign may initially appear to have reached fewer subscribers than expected. The messages are not lost; they are simply held and delivered once the next compliant window opens.
Quiet Hours are enforced per recipient, based on their local time zone, and vary by region according to local regulations:
Region | Regulation | Quiet Hours |
United States (Federal) | TCPA | 9:00 PM – 8:00 AM |
Texas | Texas state law | 9:00 PM – 9:00 AM (extended until 12:00 PM on Sundays) |
Washington, Maryland, Connecticut, Oklahoma & Florida | Stricter state-specific quiet hours | 8:00 PM – 8:00 AM |
Canada | CRTC | 9:00 PM – 9:00 AM |
United Kingdom | UK regulation | 8:00 PM – 9:00 AM |
Australia | ACMA | 8:00 PM – 9:00 AM |
These windows are enforced automatically by the platform and cannot be changed.
You can view them anytime under Account Details > Account Settings > Compliance Hub > Regional Quiet Hours.
